Speak of the Devil is a Creation Club Community Quest officially added to Fallout 4 as part of its "Next-Gen" Update. This side quest will have you uncovering the mystery of the Black Devil by finding his secret hideout where a rare full suit of Enclave X-02 Power Armor is said to be kept.

Where to Start Speak of the Devil

Like all Community Quests added as part of the Next-Gen Update, you'll automatically start these quests upon loading any existing save file, or once you leave Vault 111 on a new Character. Due to its location far in central area of the Commonwealth, it's recommended that you be at least level 10 before undertaking this quest.

The quest will begin by asking you to investigate Wattz Consumer Electronics, a department store found in the central Cambridge area of the Commonwealth. You'll find the large building between the Kendall Hospital to the south, and the Tucker Memorial Bridge to the north along the river.

Once inside the usually empty store, turn your attention to a display wall to the north past the collapsed floor, where a spotlight illuminates a poster for a character called the "Black Devil".

Below the poster is a radio, holotape, and a note. Take The Black Devil, Vol. 1 to read the history of this supposed superhero and then read Connie's Note, which mentions that someone used the moniker in the past to deal with raiders in the area. Connie believed the radio frequencies were the key to calling this person for help, and may be tied to nearby Radio Towers with the same numbers.

Investigate 0MC-810 Relay Tower

The first radio tower, 0MC-810, can be found to the northeast, across the still standing bridge by the BADTFL Regional Office and past the Poseiden Energy Turbine 18-F.

As you approach, you'll find a few enemies are waiting for you - Enclave Remnants who seemed to have survived the destruction of their group in Fallout 3. Luckily, they aren't as well armed as the Enclave soldiers in other community quests.

After defeating them, search the relay tower for the body of a settler named Richie for Richie's Note and the AM 810 Music Catalogue. The note mentions that the Enclave Remnants took Connie across the river to the BADTFL Regional Office. It also mentions uploading the Stars and Stripes music to the relay tower - but you'll also need Connie's tape too.

For now, interact with the Relay Tower Terminal and choose the "Extend Satellites" option. Wait for the tower to extend, and then interact with the terminal again and load the AM 810 Holotape. You'll be able to transfer the files of Stars and Stripes from the holotape to the tower. One down, one to go.

Investigate the BADTFL Regional Office

Head back to the southwest and across the bridge you previously crossed, and you'll find the BADTFL Regional Office alongside it - presumably with a few Raiders guarding the outside.

Be prepared to deal with more Raiders once you get inside, and clear out the Raiders and turrets in the first main room with the large floodlamp.

There's a large storage area cell to the right you can pick the Novice lock and help yourself to a wealth of supplies and ammo, and then take the door either to the north or west to reach the back offices.

Inspect the interrogation room in the far northwest of the building, and you'll find Connie's body. Near his body is the FM 52.7 Music Catalogue holotape, and another note you can read. The holotape is encrypted, unlike the first one, and you'll need to find a way to crack it:

  • With a Hacker Skill of 3 or more, you can break the encryption easily.
  • With a Hacker Skill of 1, you'll need to complete a hacking minigame by choosing from a list of possible passwords

  • You can also read a series of audio transcriptions between Connie and the Enclave, which mentions "check the wall". Reading Connie's Confession note states the same - and you can look behind the body to spot some small holes in the wall - one of which has a tiny note on a pack of cigarettes, revealing the password to be El Diablo Viene.

However you decrypt the holotape, once it's unlocked, you'll be able to use its contents at the second relay tower.

Investigate 0SC-527 Relay Tower

The second relay tower can be found a bit farther south from the BADTFL Regional Office. You'll find it due south of the Boston Public Radio, down across the river near Diamond City.

Once you arrive, you find it mostly clear of enemies (though some molerats may ambush you). Go through the steps once more of extending the satellites for the tower, then load the holotape and transfer its contents.

Now both relay towers are active, but you still need a place to investigate where the Black Devil's hideout supposedly is. As luck would have it the holotape's audio transcriptions mention the Enclave searching the Boston Police Rationing Site and the tunnels that run beneath it.

Find the Black Devil's Hideout

Thankfully, the location in question isn't too far away, as you need only run to the northwest to find a railroad track that leads to the Boston Police Rationing Site.

If you haven't explored that place previously, you'll find the door to the warehouse barred shut, but there is an alternate way in:

Use the storage containers to hop onto the blue traincar, and then jump to the yellow crate alongside the warehouse to climb onto the lower roof.

From here, look along the ledge to the east for more storage crates and a forklift with a raised crate to jump around to the northern side of the building's roof, which leads to an open section you can sneak into.

Back down on the ground floor, you can find a switch to open the warehouse door, but your target lies down some stairs that lead to an underground tunnel.

Once inside, take out any Radroaches or Ghouls as you make your way down the utility tunnel to a large generator room with a sealed area and a radio playing the Enclave patriotic tunes.

Interact with the radio, and it will automatically unlock the lair of the Black Devil, where the full suit of Enclave X-02 Mk. IV Power Armor!

While this officially ends the quest, there's a little more to do (and be prepared for).

On the table next to the Power Armor, you can find Notes on the X-02, which state all of its benefits, and some modifications that the Black Devil was working on.

If you investigate the terminal behind the Power Armor, you can read about the story of the Enclave deserter who became the Black Devil to help settlers fight against Raiders. There's also a section for a request: The now retired soldier is willing to let someone else take the suit of power armor, but asks that you shut down the music broadcasts of the Enclave. Doing so will automatically trigger a nearby wall safe to unlock, but only if you choose to cut the signal.

The safe in question contains a lot of good loot, and most importantly it contains the X-02 Devil's Inferno Mod, which can be slotted into the X-02 Torso Armor as a supercharged Tesla Coil, which also increases your movement speed by 5% and recharges action points upon taking damage!

On the other hand, restoring the radio will unlock the Enclave Radio for you to listen to wherever you go, playing patriotic tunes like Stars and Stripes and Battle Hymn of the Republic. The choice is yours to make, but you won't able to get that free mod otherwise, and it can be incredibly useful for characters who don't have the skills required to install Tesla Coils.

Finally, if you step into the Power Armor, or make a choice regarding the terminal and its radio, you'll soon be ambushed by one last group of Enclave Remnants. They are thankfully unarmored, and even their leader Hodges who is high level can be taken out fast with decent weapons. Be sure to check their bodies after defeating them to Hodges' Journal for one last bit of story about the Enclave seeking out rumors of their missing suit of Power Armor.
